Description

The course will explore the relationship between national, state, and local authority with an emphasis on the latter two levels of governance. The bulk of public policies affecting the lives of citizens are implemented at the state and local levels, yet it is not always clear which level of government has ultimate jurisdiction, creating periodic conflict over contested ground; which is the essence of the evolution of federalism in American. A focus on state and local governments is essential to become more knowledgeable about public policy and the American federal system.
